This bug was originally marked as duplicate of bug 188691, that is already resolved. This bug is still valid, so this seems to be another bug, but it might be related.

GUEST: I clicked in the source code to add a comment and it didn't respond. Other programs on my computer continued to respond, but NetBeans was frozen for about 10 seconds.

The whole time in AWT is spent in sun.awt.Win32GraphicsDevice.getMaxConfigsImpl[native]()
