Product Version = NetBeans IDE 8.2 (Build 201609300101)
Operating System = Windows 10 version 10.0 running on amd64
Java; VM; Vendor = 1.8.0_101
Runtime = Java HotSpot(TM) 64-Bit Server VM 25.101-b13

Reproducibility: Happens every time

STEPS:
  copy a folder from a project using context menu (see screenshot cut)
  try to past folder into top level folder of other project;
 no paste  entry in context menu, but ctrl-v works (see screen shot paste)
 
ACTUAL:
  no paste
  entry in context menu, but ctrl-v works
 

EXPECTED:  
  paste menu entry in context menu on top level project folder
