I need a replacement for the use case that in netbeans 3.x is solved by putting a library into 
Mount/java. 

In 4.0 this should ideally be solved by putting a library into Library Repository (as defined in 
Java Project UI Specification) and using this library in project. Both of these steps need to be 
exposed in API. Preferably by declarative API: declare the library in module layer, declare a 
project resource pointing to that library in project template or nature.
