Isn't this exactly duplicate of issue 32526 ?

No not at all. Issue #32526 is about incorrectly saved bounds of some
modes (see issue #32526 for more details). IMO it has nothing to do
with docking Welcome component to separate window. I will check what
causes this issue. You can assign it to me.
