User problem:

If the user drags a toolbar (either by accident or
consciously), fixing the results is a time
consuming thing.

The toolbar dragging mechanism needs to be easy to
use.

Netbeans allows you to drag a toolbar item far enough to the right, so that 
you can't see it anymore (it's not visible in the netbeans frame).

there's 'reset toolbars' action which can fix accidental toolbar drag and drop - closing
