In help,section Customizing the Tomcat Web Server is wrong sentence in paragraph 
Enable HTTP Monitor. There is written "When you disable the HTTP Monitor, you do
not need to restart the server for the change to take affect.",but the reality
is right contrary - you need to restart it.See the issue 44200.

Stepan, is this behavior also true after the recent enhancements in the Tomcat area?

Yes this is still true. You still need to restart the server for the changes to
take affect.
