It would be nice to have an easy way to switch the design locale when designing 
a form. I suggest adding a combobox in the toolbar that contains the available 
locales where the user can switch the locale by selecting it from this combobox.

I agree that having to select the root form node to change the design locale 
more often can be quite tiresome. We would like to do something about it for 
6.0, however we should be really careful about what we put to the toolbar; 
there can't be everything. The best would be to make the toolbar configurable.
