Description:
reproducible with buzz and coco

steps to reproduce:
1. open design center
2. create new empty project in design center
3. try to remove new project
only closed projects can be removed, but there is no way to close the project

Workaround:
-add some element to project
-collapse
-refresh
-remove

currently blocked by 86018 and can't be verified
