It seems to be a usability issue. Since Versioning window is aimed to perform VCS operations and it has a limited set of context menu items it would be an improvement to to put all the VCS menu items in the root level of context menu.

Currently context menu has the following items:
- Explore From Here
- Find
- ----
- <VCS System> submenu of:
- - Check In
- - Check Out
- - etc...
- ----
- Tools submenu
- Properties


It would be better to have the following items:
- Explore From Here
- Find
- ----
- Check In
- Check Out
- other VCS commands...
- ----
- Tools submenu
- Properties
