The Exclude From Commit action is hard to find. It is not in the Subversion menu
(main menu or popup). Most people would not think to look for this in the Show
Changes dialog (where you can get a popup menu) or the Commit dialog (selecting
the cell in Commit Action is possible, but people might not see this)
