Added partnerlinktype palette item.
Changed the Name of the palette to WSDL Components.
Added code to drop partnerlinktype palette item to create a new one.

Issues pending:
Partner Link Widgets after the position of drop expand automatically. This
requires new API to insert extensibility element in Definitions node.

Pending issues are resolved, which completes this feature

Verified on Windows XP with Gavotte build 070205_12 and JDK 1.5.0_10.
