1.6.0; Java HotSpot(TM) Client VM 1.6.0-b105
Windows Vista version 6.0 running on x86
cs_CZ (nb); Cp1250

steps to reproduce:
- drag and drop one of main tool bars up to create a new line of tool bars 
above the actual (so now we have two lines, our dragged tool bar is in the 
first line)
-> the lower line is only partially visible (see attached screen shot)

Dragging tool bar down works normally.
