reproducible with 070211

able to reproduce on windows (over 50% of cases)/ and linux(100%)
steps:
1. create activity diagram
2. add invocations
3. connect them with edges
4. select Navigate Link from toolbar
5. click on an edge
diagram is shifted to invocation on one edje of the edge
navigate link is disabled (bug)
6. click on Navigate Link in toolbar
7. click on the edge
next issue: diagram is shifted to the same element as after step 5 (should to
opposite)

Targeted in drawing area redesign.

Restoring original priority and using the standard NB waiver process.

Diagram area bugs waived for 6.0 will also be waived for 6.1.
