to reproduce:

1) open a sun-web.xml in the MutiView Editor
ERROR: CVS submenu is missing in Editor Tab contextual menu.

Fixed by move to multiview.  CVS menu is now visible on popup when clicking on
title tab of editor (similar to other files).
