After I installed the released version of OpenOffice.org 3.3.0, OOO332m20
(Build:9567), I found I can no longer adjust the page/row break in Calc when the
Scaling mode is on "Fit print range(s) on number of pages" or "Fit print
range(s) to width/height". I can only adjust/move the row break in
"Reduce/enlarge printout" mode. I have used OOo since version 2.4, I can always
adjust (move) the break in all scaling modes. I have OOo3.2 on another PC; I
confirmed the page break in Calc is still adjustable in OOO320m12.

To reproduce the problem, open a new spreadsheet in version 3.3.0.
Simply fill up column A from row 1 to 60; go to View | Page Break Preview. It
should show 2 pages by default. If the scaling mode has "Reduce/enlarge
printout" select, the break line is still adjustable. Move the break line up, to
row 30 for example. Then, go to Format | Page..., change the scaling to "Fit
print range(s) to width/height" and change the "Height in pages" to "2", OK. The
page break will change back the default position and it becomes non-adjustable.
Same issue happen if scaling mode change to "Fit print range(s) on number of
pages" and "Number of pages" = 2.

I don't think it is normal since the Page Break Preview should allow user to
change/adjust the page breaks manually no matter what scaling mode is selected.
As I said, it works fine in version 3.2. It also works in MS Excel.

As long as "fit to width/height" is active in a direction, manual breaks in that
direction are ignored. That's intended, see issue 94698/54993.

Adjusting the breaks in page break preview mode is a different question, so this
is a valid issue, but issue 116837 isn't really a duplicate of this.
