IMHO not a bug because empty chart. Expected usage is to Insert - Chart... for existing data. I'm having the same issue with all charts in sheets and my charts are not empty. Opens OK with Calligra Sheets 2.7.5
Sheet1 has no visible charts, sheets Chart4 and Chart5 have question mark objects.

Try this one
I changed the save format the back ground of the scatter chart is in blue but the chart is half of the size of the total area. When the size is adjusted it shows the whole chart and then minimizes it as soon as the size is set

Created attachment 81562 [details] minimized chart 1)Goto menubar ->Insert -> select Chart... - 2)Without doing any operation press Finish button of Create Chart dialog 3)Click on any other cell Error Noticed: After pressing Finish button, created chart sets back to minimized or minimal state, which is not readable to the user. when user clicks on the created chart then only it maximized and if user clicks on any other cell it sets back again to minimized state
