Some applications support shift+mouse wheel to scroll window content
horizontally. Would be handly if i.e. Calc (but others too) could have that feature.

If considered to be implemented, remember the CSV import dialog :)

SBA: Please see also
issue 10433: Second wheel of mouse doesn't scroll horizontally (bh, Keyword
"rfe_eval_ok")
issue 30704: mouse wheel over horizontal scrollbar should scroll horizontal (mmp)
issue 23271: horizontal scrolling with mousebutton 6 & 7 (bh)
issue 56197: horizontal scrollbar touchpad button mapping (requirements)

In my opinion, all these can be consolidated (be closed as duplicate of this one).
HOW to enable the user would be part of the specification. (I.e. "mouse button
x+y", "Mouse wheel #2", Shift+mouse wheel etc). I adjusted the summry accordingly.
Put MMP on cc.

SBA: Affects all applications. Changed component to "framework".

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
