Currently CUPS integration is used if libcups is dynamically loadable. But on
some systems the library exists, but CUPS is not really being used; this is e.g.
the case on RedHat 8 with lprng. In this case cups delivers zero destinations
which should be seen as contraindication for CUPS usage.

done in cups01. Also CUPS usage can be disabled by the user by setting
 env variable SAL_DISABLE_CUPS to a nonempty value.
