Agreed. I noticed the same problem and reported it as an issue and no news or comments from anyone yet Mark, please name the number to ease sorting out duplicate issues. So far your comment did not really help. Reassigned to Frank. A paragraph inside a fixed height frame is "scrollable" (indicated by the red arrows) if it is 1. the last paragraph inside the frame and 2. it overlaps with the bottom of the frame That means, if the last paragraph inside the frame is not visible at all, it cannot be "scrolled". I admit that another behaviour (e.g., scrolling the whole frame contents) would be a "nice to have", but this seems to require some days of work. What could be done is this: We keep the current scrolling behaviour, but extend the cases where a red arrow is painted. The arrow could be painted whenever there is text below the lower frame border.
