The plugin system looks for the file pluginreg.dat only in $HOME/.mozilla. On
many systems, Firefox is used instead of Mozilla, which has its configuration in
$HOME/.mozilla/firefox. Instead of using only Mozilla's pluginreg.dat, both
should be look at and the one with the most recent modification date should be used.

I confirm the problem persists with OOo 2.0.4 Linux.  Plug-ins did not work
until I copied ~/.mozilla/firefox/pluginreg.dat to ~/.mozilla/pluginreg.dat. 
Since Firefox popularity probably much exceeds the deprecated Mozilla, this
issue is important.

This issue is related to issue 45145.

I maybe should not have changed enhancement->defect, so reversing the change.
