MS has released this add-in :

An equivalent or OOo could be created.

A similar function could be integrated into OOo.

I'm glad to announce that I'll develop an OpenOffice CC extension that enables
to put CC licenses into documents. This project is taking part of Google Summer

consider adding an autocorrect of (cc) -> creative commons logo

I will lodge this as a feature request generally as well.
