Using the table toolbar for applying table borders should add the new border
defintion to existing ones (unless "no border" is used). In OOo 3.0 the new
border replaces (removes) the existing border defintions.

To verify:
- create a writer document and insert a table
- open the table toolbar and from there the border toolbar
- apply to any cell (sequentially one by one): left, upper, right, lower border line

expected: all four borderlines are applyed to the cell

got: only the last clicked boder is applyed

maybe related to issue 93855
