AT tool (ZoomText): Typographical quotes and other signs are not read

- Insert (in Calc, Writer), typographical characters from 0x2013 to 0x212E (includs typog. quotes and the Euro sign...) -> those signs won't be read by ZoomText though they get read in the "Insert - Special characters" dialog
Not fixed in ZT8.02, seems that 'Speak all punctuation' doesn't work for this, only for eg. exclamation marks.
ZoomText will not fix them for OOo1.1. So we're retargeting them to 2.0.

I set this issue to target 2.x. According to the evaluation, this issue needs to be fixed within Zoomtext. I like to keep this issue open to be able to continue to track it.
Removing "accessibility" keyword.
Adding "accessibility-external" keyword.

Set priority to P4 for issues which cannot be fixed by the OOo team but need an external solution.
ZoomText doesn't fix OOo issues anymore, closing this issue. ZT supports need to be evaluated again when OOo has IA2 support.
