In order to be 100% locale-neutral, you have to be careful to list every
supported locale in ok_locales.  This is not ideal because you have to be
exactly right and maintain the setting as spamassassin supports more locales.

The spamassassin maintainer for Debian, for example, works around the problem
by setting the scores for CHARSET_FARAWAY to 0.0.  Unfortunately, that has
the side effect of making it more difficult for Debian users to be less locale
neutral if they so desire (and they have to guess at the appropriate score).

The fix is to have an "all" option for ok_locales.

The patch will be attached momentarily.
