I've notices that some of the more recent lottery spams are announcing the
awards in millions of Euros rather than millions of USD.  I re-wrote the
MILLIONS_USD rule to try to catch some of those.

LOTS_OF_MONEY doesn't seem to perform well, while MILLION_USD does. So trying MILLION_EUR duplicate rule.

LOTS_OF_MONEY by itself is intended to be informational, as discussing large amounts of money is not unusual (e.g. in newsletters). It needs to be meta'd with other spam signs.

MILLION_EUR doesn't look very shabby, but the MILLION_HUNDRED I came up with looks nice so far. :-)
