RFC-Ignorant.org is scheduling its own demise. 

Effective 9/15/2012 - All publicly visible DNS slaves have been removed from the NS-set other than SONIC.NET's primary RBL servers, a change that is percolating through DNS caches now
Effective 9/20/2012 - we will no longer accept submissions of new domains
Effective 9/30/2012 - All entries currently marked as "Listed" in the databases will be marked as "Deprecated", which will cause them to not generate DNSBL entries. This will, effectively, mean that lookups of any domain in our database will always return "false", i.e., "clean".
Effective 10/15/2012 - The rsync service for slaving of zones will be shut down
Effective 10/30/2012 - All sub zones will have their NS-set set to "localhost.rfc-ignorant.org", with lengthy TTLS, which will direct all DNS traffic back onto the server requesting it.
Effective 11/30/2012 - The root NS set for "rfc-ignorant.org" will be deleted entirely, preventing any resolution

Will be removing all reference to rfc-ignorant.org from the rules files.

What might not be obvious from the comments here so far is that you will get this fix by running sa-update with any 3.3.0 or newer spamassassin version, as you should be doing from a cron job daily anyway.  It does not require upgrading or otherwise modifying spamassassin.

Note the update:  RFCI will be resurrected under the .de TLD.  That by itself doesn't mean that we should restore anything recently removed, but it does mean watch and see if it becomes effective again.

It appears that the .de TLD reincarnation of rfc-ignorant has been abandoned.  Its domain registration has expired (currently in the 30 day redemption/purge pending period) and the project itself never populated a database.

Therefore, I see no reason to render its rules to the "removed" SA rule page.

There's yet another RFC-Ignorant replacement at http://rfcignorant.org/.  The web-based database query doesn't work.  (Entering a host in the text box and pressing the "Submit Query" button returns a table of listings, but following the "show" link for details just gives an empty black screen.)  I don't think the name resolution-based lookup works either.  And in any case it doesn't look as though they accept submission or removal requests, which means the database is going to rather quickly get out of date.
