please use new api created in issue 226773 and register a panel in customizer
to select a license header template

no FX specific change is needed because FX project is just an extension of the SE project. The SE implementation thus covers FX projects as well.

ok, sorry, I didn't verify, just expected it to work the same as javaee projects (entirely separate)
