http://bits.nbextras.org/netbeans/6.0/nightly/200704230000/installers/ does not look well inside my mozilla 1.7. See attached screenshot. --- Solaris 10/Sparc, CDE, Mozilla/5.0 (X11; U; SunOS sun4u; en-US; rv:1.7) Gecko/20041221

Does the Error Console display anything of value? It should be available somewhere in the Tools menu. I'm not sure about the pure Mozilla, but it's there for firefox.
I belive the css file: http://bits.nbextras.org/netbeans/6.0/nightly/200704230000/installers/css/download.css is syntactically correct, but it would be nice if it will display the 'components_table' correctly in all browsers.
I originally did not intend to support Gecko 1.7, concentrating on 1.8 code base. I'll review the behavior for 1.7.
I've tried mozilla 1.7 downloaded from [1] both on windows xp, solaris 10 x86 and solaris sparc. Both GNOME and CDE. Both the vanilla mozilla from [1] and the standard solaris "web browser". The page is displayed correctly. I can't reproduce the issue. May it be a sporadic glitch? Please try the next available installers build's download page.
