Runtimes options (SJSAS, Open ESB, SJSAM) have title - Runtimes. But IDE options does not have title.

According to the UI spec the IDE options should not have the title.

Yes, the change was intentional.

I don't know CDE L&F very  well, but on other L&Fs there's a border around the list of components.
