Netbeans 5.5 supports JSP 2.1, but the integrated Tomcat 5.5 does not.
First I thought it was no big deal, I'll just use the Tomcat 6.0 installation I
already have on the box, but it turned out that didn't work either. I also tried
the 5.5.1 RC, but still no Tomcat 6.0 support. As far as I can tell Tomcat 6.0
is only supported in the Netbeans 6.0 development builds, which is still to
unstable for production usage.
So I'd like Tomcat 6.0 support for the Netbeans 5.5 line, either as a
downloadable addon, or built into in the 5.5.1 release.

I am sorry for bringing bad news but we do not plan to backport Tomcat 6 support
to NetBeans 5.x because of lack of resources.
