In order to support EPR (Endpoint Reference) and dynamic routing, CompApp should generate BC SU even if the defined WSDL
ports of that binding type are not connected at design time. 

Currently, only connected endpoints (WSDL ports) will make into the BC SU's jbi.xml file and get activated at run time.
