[nb_r32](19), [jdk1.3.1](rc1)
This happen only for borders "No Border" or custom component borders(e.g.
CompoundBorderUIResource for JCheckBox.

Steps to reproduce:
1. add component to frame (e.g. JCheckBox)
2. try to open property ditor for border 
now you can see (attached) exception

This bug is in IDE since nb_r32 19, build 18 was okay (you could change border
without Exception).

11006 is fixed, so is this... (trunk, release32).
