first I have tried to change /module/build/launcher/etc/module.conf. It didn't work.
then I searched for "change locale for a netbeans module suite" and found
http://wiki.netbeans.org/wiki/view/TranslateNetbeansModule
I added run.args.extra=--locale en to project.properties and it worked.

Just let the user enter default locale in the properties dialog for a module suite!
