Steps to reproduce:
1) Create a use case diagram
2) Drop and name a use case element
3) From the use case properties window, add a tagged value
4) From the use case properties window,  add an extension point
   Notice that the tagged value is displayed on top of the "values" label in the diagram editor
   (see attached screenshot)

The reason for this issue was that when textwrapping for the namecompartment is set to true, it was spanning over the
rest of the namelistcompartment, hence when tagged values are added they never got any visible space in the
namelistcompartment. This is fixed now.

Fix verified in instrumented build 200710110401
