I created a new Web Application choosing Sun Application Server 8.2 and J2EE 1.4 version as the target server.
(there were all other choices, Glassfish, JBoss and Tomcat available at the time)

Thereafter, new Web Applications can only use the Sun Application Server as a target server.  The other
application servers could no longer be chosen as a target (not listed in the dropdown).

not a bug, I forgot that only J2EE 1.4 had been registered
