Product Version: NetBeans IDE Dev (Build 200709181200) 
Java: 1.6.0_02; Java HotSpot(TM) Client VM 1.6.0_02-b05 
System: Windows XP version 5.1 running on x86; Cp1251; ru_RU (nb)

Steps to reproduce:
Open 'Customize Filter Sets' dialog and press 'Edit Global Filters..' button.
In opened dialog remove all defined filters.
Press Cancel button.
Open 'Edit Global Filters' dialog again. There are no defined filters.
Close dialog again
In 'Customize Filter Sets' activate some filter.
Open 'Edit Global Filters' dialog again. All filters are restored now.

Just a repaint/refresh problem.

Fixed for Beta2.

Verified in build 200709270000
