Build 20071001 (hudson 3623 full)

Create new Web Module and select New File > Web Services > Message Handler wizard.
You can enter package name,click O.K. and no message indicating JAX-RPC is needed 
is displayed. Wizard proceeds,but no handler is created,only package.
