I have not this problem if cygwin is placed in C:/cygwin. But I installed cygwin into D:/cygwin directory and such
problem appeared.

Steps:
- Run Netbeans with fresh user dir
- Create any sample project
- Build project
==> For the first time 'Resolve Missing Native Build Tools' window appears
After I can build and run projects without problems
