1) Select bundle (properties data object)
2) Invoke New Locale.. acvtion and perform it.
3) OPen via EDIT default locale and new created locale. The files should be
same but aren't the order of key-value pairs are changed.

Fixed in [main-trunk].

Now creating new locale copies either document of default locale (if loaded)
or default locale properties file.
