Desc:
The properties for the shared libraries display the state as "shutdown", which is not applicable for Shared libraries.
The lifecycle option for Shared libarries are "Install  & Uninstall"  only.

This will be misleading for the users.

Remove the State property from shared library property sheet to reduce confusion.
