In this window the tooltip with telemetry data doesn't track mouse movements over diagrams. it stays in one location
when mouse hovers over single diagram.

I expect this is filed for the small telemetry graphs in VM Telemetry Overview window. This is default tooltip behavior
- the location is updated when tooltip value changes. Since the values are not different for each pixel, tooltip doesn't
change its location by every mouse move.

Should be resolved somehow in graphs reimplementation.
