Justification:

This is extremely highly visible to end user.

Description:

Regardless of the mode (connection or not) the tooltips for the beans
in the component pallette do not appear using the 0618 build of Pilsen and
the jdk1.4 beta_refresh build 68.

This has been observed on Solaris as well as Linux.

Work Around:

Use the list instead of the icons to make selections from Component Pallete,
or memorize the list.
