Has some dependences on

All steps are the same and has effect on  Copy to Folder editbox.
Content of Copy to Folder editbox on Project properties  was changed  without user editing.

 
1) the same steps - create php project with default settings - in my case Project Source folder was: 
D:\Program Files\Apache Software Foundation\Apache2.2\htdocs\PhpProject2
2) Invoke context menu for this project and select properties
   See - Source folder is D:\Program Files\Apache Software Foundation\Apache2.2\htdocs\PhpProject2
3) Change source wirth help Browse btn to "C:\tmp" press Open then press OK - 
see Edit box has value "C:\temp"
4) invoke properties for project one more time 
result is Source folder is D:\Program Files\Apache Software Foundation\Apache2.2\htdocs\PhpProject2

AND there is Copy to Folder has path - D:\netbeans\bin  
But I did not edit this section ("Copy files from Folder to another location")
