Before jar files are downloaded the Netbean should display a processing/waiting message to let users know what happening.

Steps To Reproduce:
1. Install NB 61 RC
2. Install V3 plugin
3. Add V3

Status messages are being sent but are blocked by "higher priority" error message in the wizard.  Need to adjust the
priority and evaluation timing of the different messages.
