From Chris Quenelle's letter: 

- When I installed the express as root, the files came out
  owned by user "59006" and group "staff".  Usually this happens
  when the tarball is untarred and retarred without untarring
  it as root.  You have to untar it as root so that all the ownership     and permissions settings are correctly
applied.  When re-tarring
  the file, you can be any user.

For Linux platform there is still servicetag directory created with such rights.
I am reopening bug but downgrading the priority.

This directory was not removed due some problems in installation.
