[FFJ 3.0 CE (build #010731_1)]

MW -> "Tools" -> "Keyboard Shortcuts..." -> "Help"
-> mapped to "Finding Information About the IDE"

Should be mapped to "Keyboard Shortcuts" in "Core IDE Help" (in Help frame)

Does the console report an unmapped help ID?

No, it doesn't.
I think that it should show content of "Keyboard Shortcuts" from "Core IDE Help".
Try MW -> "Help" -> "Contents"
then there is "Core IDE Help" on the left list which contains "Keyboard Shortcuts" as a last one.

I took some existing mapIDs that were mapped to pending.html and mapped them 
all to a general keyboard shortcut topic.

Please check to see if this solves the problem in the next build.

fixed in trunk (nb33), though I think it was also fixed in FFJ 3.0
