NB failed to create a personal domain other than domain1 for a download V3 server.

Steps To Reproduce:
1. Install NB 6.5 nightly build (07/21/2008)
2. Select to add a new Server > select to download a V3 server 
     After the server complete to download > click Next button and enter domain2

BUG:
   The IDE keeps looping to create personal domain2 (never been successful)
   I check domains directory and only see domain1 name there not domain2 
    
   The message is displayed at the Output as
   "Running the create-domain subcommand
   Enter admin password>..."

i have been able to reproduce it...

I also tried this with v3 b15, (which will become the bits that folks download when they press the download now
button...) and that combination of bits IDE/GF build/integration plugin do allow the user to create domain2 successfully...

So, this just has to wait for the b15 bits to become the "default bits" for the download...

changed the title to indicate the root cause.

Some of the features of the plugin only work with post tp2 builds...  so, we need to turn off those plugin features.
