Observed:
I open in WebApplication/Web Pages/WEB-INF/sun-web.xml. When I want any changes with the help of buttons, I must before
it click on the appropriate line. For example: I want to add there two WebServices, so I click on "Web Services" -> "Add
Web Service", then I MUST CLICK first line ("Web Services") and now I can click "Add Web Service" again.

This problem is already fixed for all xml multiview forms. See Issue 143118 for details.
Closing as WORKSFORME. Please try the latest 6.5 build (the problem was fixed the same day you reported this issue).
