The exception is raised with the following procedure:
  (1) Close an project.
  (2) Rename its folder in the terminal window.
  (3) Check out the sources freshly from the repository.
  (4) Try to create a new Rails project with the new sources.

After I restarted the IDE, I created the same project successully.

Thanks for the report. I was able to reproduce, but 6.5 is frozen (just high priority issues can be fixed), so setting 
TM => future.
