Steps to reproduce:
- open/create AWT form
- add some AWT components (Button)
- try to resize form designer container

1. Now you can see gray rectangle on left-up corner ( some repaint effect )
2. you can resize to size which is greater than Form designer scroll pane

Now FormDesignerPanel is not removed and added again after each 
resize of designer, but the constraints are changing directly.

Resolved for 3.3.x or earlier, no new info since then -> closing.
